Mayor Ray Nagin is responsible for the levee disaster.

New Orleans school buses underwater. Why didn't the mayor of New Orleans use the buses. Since everyone wants to play the blame game, so will we. The local and state governments are responsible for the initially slow response. Mayor Ray Nagin is responsible for the complete breakdown and lack of preparation. His police force was not prepared, city emergency crews were not prepared to react. Many police and emergency vehicles have been destroyed.
In Florida, it is common practice to remove most emergency vehicles during hurricanes so the vehicles will be able to respond. In New Orleans, this did not happen. So the local, initial response was non-existent.
The next step in the process involves the local and state governments telling FEMA and the Feds what is needed. This couldn't happen because the local New Orleans government fell apart when the levee broke. FEMA had been alerted prior to the hurricane and had begun mobilizing beforehand. Without any guidance from Mayor Ray Nagin and his administration, people were left stranded. Now the Federal government has taken over and things are beginning to improve.
It is always local reponse that is critical. Local government is like a triage unit in a field hospital. The local gov. decides what is the priority. The Federal government then implements the disaster relief.
The feds would be like the regular hospital, where long term care can be administered. The lunatic fringe left immediately blames Bush. Again, if we want to play the blame game, the Democrat mayor and governor are really responsible.
The rubish about not enough funding for the levees, is just that. The levee system that broke was complete.
The next complaint is about the number of troops there. First off, the governor is responsible for the National Guard assests, she did not have them prepared. The left complains that the Iraq theater has taken away assests that would have helped. Only 12% of the Louisana Guard units are in Southwest Asia and Iraq. Even if those units were back in Louisiana, they still would not have been prepared because the 88% of Louisiana Guard were NOT prepared. The guard units in Iraq are heavy combat units, the combat service support units are in Louisiana and were not mobilized by the Democrat governor. No more blame games.
